I for some reason getting packet loss when I used to get none now its happening going as high as 6%

If cex sells games that are €40 + and I trade in the same €40+ game's that they sell for the cash value if it's missing Manuels will it be discounted by any chance such as Nintendo ds game clarify the games I have that I'm thinking of trading into cex are listed on there website for €45-50 curious if they'd discount it if it's missing Manuels the games on the website don't state Manuels

I have this silent hill 2 special edition Manuel and everything the game sleeve is french and has the Manuel has writing on the front of it cheat codes

Question doe they buy NTSC rated games in cex Ireland shops because I've seen a few game's in the shop with NTSC rating instead of pegi on the shop floor being sold.
