Extremely Loud Coil Whine

CPU - I7-12700f

GPU - 4060ti

Whenever I load up any game, depending on what it is there is an extreme loud buzzing noise. Its louder on games such as the Silent Hill 2 Remake. But still loud on things like Roblox.

I understand that sometimes this is natural. But going back like a week or two ago there was never this issue. Or the coil whine was an appropriate volume.

The only thing that has changed since then was one day when I booted up the PC it has a screen saying my PCIe x16 link connection or something had changed.

What might be the issue here?

How might I properly diagnose it?

What actions can I take?

Why is one corner of my top row molars very low?

I dont smoke, but I drink somewhat regularly, and i have no relevant medical conditions.

I have recently noticed one corner of my back top row molars are lower than the rest.

The first two photos is one side. You can see how one corner is like flat. I have also noticed there is what seems to be a black dot.

The third photo shows the other tooth and it looks like there is something weird in their.

Neither of these teeth hurt, or feel sensitive.

Does anyone have any sort of explanation or advice on what this is?

PCIe Notification When Booting PC?

I just booted up my PC and it had a screen come up saying "PCIe x16 link speed has been updated to gen 3" then I just had options to go to BIOS.

I did that and then I just hit saved and exit, and then my computer booted normally.

Can someone explain what happened? and whether or not I should be concerned?
