Matt Reeves said the villain in this movie goes into Bruce’s past. Sebastian Stan alluded to playing multiple roles in this movie.

I think Sebastian Stan is playing Hush and Zsasz is one of the first identities he takes on before impersonating Bruce and framing him. Bruce ends up in Arkham and that’s where Dr. Arkham comes into the picture.
