Im just starting in Cathay and I’m split between putting the flag on the foot hero or on the cavalry hero. Is there one option better than the other?

Painting question
Hi,
I’m painting some Hashut models. I want to paint the runes and small details in a metallic color like the trim, to stand out against the black. But so I haven’t found a technique that allows me to reach them without messing up the black around. I also do not have the precision to carefully painting inside those small gaps with a brush.
Any ideas? :(
