MSFS data usage too high, ISP limited my connection to under 1 Mbps. How can I reduce streaming or download only specific cities?

My ISP has basically throttled my “unlimited” connection down to under 1 Mbps because of heavy Microsoft Flight Simulator usage. So I’m trying to fix the real problem, which is the insane amount of data MSFS pulls.
I already suspect photogrammetry is the main reason, and I’m seriously thinking of turning it off. But here’s what I don’t understand.
If I disable photogrammetry, is there any way to still get that same level of detail but downloaded locally instead of streamed constantly from the cloud?
What I want is basically this idea: I don’t mind downloading a lot of data once, even per city. I just don’t want constant streaming every time I fly.
For example I love flying over Rome since it’s my city. I don’t need every single building to be perfect, I don’t care if my street is just a generic placeholder. But I also don’t want it to look like Minecraft. I still want monuments and the general city feel to look realistic.
So my question is, is there any way in MSFS to “cache” or fully download photogrammetry cities, or is it always live streaming only?
And also, I never really understood what Bing World Graphics actually does. Is it just satellite textures and terrain? Does it affect buildings too or only the ground and landscape?
Right now I’m just trying to figure out the best setup to reduce data usage without ruining the visual quality in the cities I actually fly in.
Any real explanation or advice would be really appreciated.
