Pc will not boot into windows media creation tool

Built a new computer recently and was having an issue with my ssd where if I play games sometimes it causes the pc to get very slow and ssd utilization went to 100% constant, only way to fix was to shutdown the computer and then it would be back to “normal”. Bought a new ssd to try and see if that was the issue. I have it installed in the M2_1 port (where the old one was) and am trying to do a fresh install of windows 11. Here is essentially what has happened so far:

>Took old ssd out and put new one in
>insert media creation tool into front panel usb port and start computer
>computer loads into bios menu, boot order is set to load UEFI “Hard Disk” first , I switch the boot order to load from USB media creation tool then uefi hard disk
>save config and exit bios, computer takes a sec to restart and then loads back into the bios -> (MAYBE IMPORTANT: on this step when the computer loads back into the bios the boot order is reset back to what it was before I changed it)
>shutdown and try selecting boot device manually from F11 menu, selecting the boot drive and pressing enter just turns the screen black for a half second and returns me to the same F11 device selection menu
>have tried with a different usb and ports with same results

Not really sure what’s happening, any help would be greatly appreciated.

Specs:

Motherboard: MSI PRO X870E-P WIFI
CPU: Ryzen 7 9800X3D
GPU: AsRock 9070xt
Memory: g.skill flare x5 32gb ddr5-6000

Old storage: Silicon Power UD90 2TB
New Storage: Samsung 9100 PRO 1TB

How do I replace my C Drive in my PC with a new ssd and Clone all the data?

Recently built a new computer and am having issues with the ssd i purchased (Silicon Power UD90). I noticed that anytime I play Battlefield 6 the game is fine for about 2 matches and then goes into an infinite loading screen. It also slows the computer down a lot, and when checking task manager the ssd utilization is at 100%, complete shutdown is the only way to get the pc back to "normal". (issue has been documented by other people with this ssd as well apparently) Just recently the issue happened when I tried playing POE2, so the issue is not isolated to just BF6. I am looking into getting a replacement and wanted to know what the process of replacing the C drive would be. Can I copy the current files onto the new drive and not have to reinstall windows? If that isn't an option can I put the new one in as well as windows boot drive and do the same process I did when I first built it?
