Yet Another Chasing Question

I can see this has been asked a few times before, with varying answers. I plan to use deep gap filler for the holes on the wall, but I don't know how to patch the larger hole in the ceiling in the first pic.

What are my best options here? It's not that big of a hole, I won't be able to get anything in behind it to have the filler grip onto. Should I put some expanding foam in first, or is there a better option? I can't get into the attic to do any work from the other side.

Edit: This is an external brick wall, and I'm just now seeing that using regular plaster here might be a bad idea, and I should use cement instead to fill the gaps, first?
