Australian cold case ring from 1971

I'm hoping someone could help me identify the origins of this ring. It was the only identifying item found on a man found in 1971 in Victoria, Australia. It is suspected he may have been continental Eastern European, most likely Ukrainian or Russian.

The black and white sketch is from the original report. I used chatgpt to colorise the image just to make it a little easier to visualise (please ignore any other details other than the color as they have likely been altered), though I am unsure if it was gold as the report only describes it as a "black signet ring" on his left ring finger that has the inscription “21.4.71 P.U.C.K”, possibly Cyrillic ‘Р.И.С.К’. The report doesn't say anything about the 3 symbols in the sketch.

Unfortunately the police haven't released any other photos.
