Subject
Increase in unauthorized Workshop weapon circulation within Eastern Backstreets.
Summary
Over the past week, multiple confiscated weapons have shared identical Workshop markings despite being recovered from unrelated groups. Most of the weapons were poorly maintained but contained components inconsistent with their apparent quality.
This verily suggests the existence of a common supplier distributing modified equipment to several small Syndicates.
Findings
- Four separate Backstreet groups were found carrying weapons from the same unidentified Workshop.
- None of the groups appeared to be working together.
- Ammunition recovered was of consistent manufacture despite different calibers.
- Local merchants have reported unfamiliar couriers making deliveries exclusively after sundown.
Assessment
At present, there is insufficient evidence to conclude the supplier is acting against the Thumb directly. However, continued circulation of these weapons may strengthen smaller organizations enough to disrupt business within our territory.
The possibility that another Finger or independent Workshop is testing distribution routes cannot yet be dismissed.
Recommendation
- Continue surveillance of suspected courier routes.
- Interrogate captured suppliers before eliminating them.
- Delay direct action until the Workshop responsible has been identified.

Background
Kairo Suyen was born in one of the Eastern Districts where surviving another day mattered more than dreaming about tomorrow. His parents worked ordinary jobs under Thumb-controlled territory and lived by a simple rule: keep your head down, respect the hierarchy, and you'll live another day.
Growing up, Kairo wasn't a prodigy. He wasn't stronger than the other children, nor particularly gifted. What separated him from everyone else was patience. While others rushed to prove themselves, Kairo spent years observing how experienced Fixers and Thumb members fought, slowly building his own understanding of combat through tv and stories being told in the city.
As a teenager, he found work assisting a small independent workshop that repaired weapons for Syndicates and Fixers. Although he never became an engineer, the experience taught him how to care for equipment and recognize quality craftsmanship. During this time, an elderly swordsman—an old Fixer who had long since retired—noticed his dedication to fixing and repairing weapons, someway or another Kairo was intrigued about the old man and asked him to teach him how to fight after an incident with rats attempting to take his life and the old fixer agreed to teach him the basics of self defence and eventually swordsmanship... Onna-ho Ittō-ryū.
The training lasted several years and was far from glamorous. Kairo learned discipline before technique, and restraint before victory. His mentor repeatedly reminded him that surviving the City wasn't about becoming the strongest—it was about making the right decision at the right time.
He always accompanied the old man in his small missions taking out backstreet dwellers or even becoming body guards, delivering shipment. This was Kairo gets experience fighting while also continuing to work at the workshop.
When his mentor passed away, Kairo carried on his teachings and eventually sought a place within the Thumb Syndicate. Why did he choose the thumb? Because unlike many recruits who chased authority or status, he joined because he admired the Thumb's order and discipline. To him, the hierarchy wasn't oppression—it was stability in a City that rarely offered any.
Having only recently earned the rank of Soldato, Kairo is still proving himself. He undertakes reconnaissance, escort missions, debt collection, and suppression operations alongside other members of the East. Though reliable, he has yet to accomplish anything significant enough to distinguish himself from countless other Soldatos.
Recently, he volunteered for assignments involving the Pinky, believing that operating alongside another Finger would broaden his experience and test his judgment beyond ordinary Thumb operations.
Personality
Kairo is quiet without being cold. He listens more than he speaks and rarely acts without thinking first. He respects the Thumb's chain of command and believes every rank should be earned rather than inherited.
He has little interest in fame. What motivates him is the opportunity to improve himself and become someone worthy of responsibility.
He also loves the thrill of the fight learning his opponents moves, and feeling their taste for battle. One of the traits he developed after countlessly sparring with his old mentor.
Combat
Kairo primarily fights using Onna-ha Ittō-ryū, favoring precise strikes and efficient movement over elaborate techniques.
His abilities are solid for a Soldato ranging from high grade 3 to grade 2, but he still has much to learn. Against experienced Grade 1 Fixers or veteran Syndicate officers, he knows he'd be outmatched.
Weapons
- a strange wooden bokken named kusanagi found from the workshop he worked from. Comfortably strong to catch attacks and deal good amounts of blunt trauma. Very sturdy. (Good training weapon and good for not killing people)
- gundagger obtained from recruitment from the east branch said to be designed to be like a certain capo's sword and former 10 blades of the east. ( Laughs it off at how small it was yet deadly like a short sword) Uses thunderbolt rounds. Avoids using it unless in a really dangerous situation cause it cuts his pay check with how expensive bullets are.
Shin
Unlike many who awaken Shin through overwhelming trauma or obsession, Kairo's Shin manifested after years of disciplined training and repeated exposure to life-or-death situations. Rather than erupting all at once, it surfaced gradually as he refined his control over his emotions and convictions.
His understanding of Shin remains incomplete.
Kairo can only sustain Shin for short periods before mental and physical exhaustion begin to set in. While active, it heightens his perception, sharpens his instincts, and allows him to draw out the full potential of his swordsmanship, but it does not grant overwhelming strength or invincibility.
He avoids relying on Shin unless absolutely necessary, believing that treating it as a shortcut would only stunt his own growth.
His mentor's teachings remain at the forefront of his mind: "A swordsman who depends on power alone will never understand why he won."
Among Thumb members, very few are aware that Kairo has awakened Shin at all. He deliberately keeps the ability hidden, both to avoid unnecessary attention and because he feels he has yet to truly master it.

Until then, he remains another Soldato among many, quietly building a reputation one mission at a time.
Day 2 on being a soldato of the thumb. so far it's pretty fun being a henchmen. I have found that the capo's on their free time do lots of training and some roam around. I verily respect each of my señior for showing me the ropes to dueling. I'm not fond of using this style that uses two blades. Maybe because it's my first few days being here. But i will gladly improve!
The last time i was here a ring apprentice was trying to recruit me... Hopefully he's away..
I know that the earthly fiends and heavenly spirits differ in strength with each seat. So I'm actually curious how the powerscaling goes within lore. Is the first 10 seats comaparable to each other and how would earthly fiends fare against a heavenly spirit?
