I'm still struggling with counting phrases..

Do I start count at the start of the track? And keep counting upto 32 bars (phrase) then repeat? So am I counting the entire track?

I know this is silly and probably basic as and I'm sorry, I just can't wrap my head around it.

Any advice would be great!
