Saw it by a dumpster and thought it may be fun to try and fix it up

In the resting position my brakes are lopsided the left tension screw is all the way in and the right one is most of the way pushed out yet they’re still unbalanced. My brake handle also has to travel really far to begin doing anything is that the problem?
