How is Grocery Outlet so cheap?

I get the weird brands being less expensive, but then there are things like Poppi sodas being $.99 when they're like $2.50 everywhere else. Red bell peppers for $1.10, Pacific Soup for $1.99, etc. It just seems suspicious. Can someone explain how they can price things so low and why everyone isn't shopping there?

Form check? Never really checked on it and am curious

This was at the end of my workout so that’s my excuse and I’m sticking to it.
