I think a part of it is just how variable they are; their are so many different stories and interpretations you can make of them.

I always find it amusing to imagine what the Foundation's relationship with the rest of the Paranormal Community must be like.

Like imagine you're a new recruit for some small paranormal agency and your trainer is giving you the rundown on the different groups you may encounter. Then they get to the Foundation, and they're just like:

"We have no idea who they are or where they are. If they show up to a situation, they'll either fix it all in an hour or make things ten times worse. Their staff is made up of some of the sweetest, kindest people you'll ever meet, as well as literal psychopaths they found in the gutter. They answer to no government and there is no limit to their jurisdiction. We're pretty sure they have a base on the Moon."

Or you'll bump into a Foundation worker out in the field, and they'll just randomly go "Deep in the bowels of Site-19 we have an ancient sun god, ready to burst out and consume the Earth at any moment. In the chamber next to it is a paper clip that is 0.5% less dense than it should be. Containing these things is of equal importance to us."

The only group they have anything even remotely resembling a friendship with is the GOC, but if you ask the GOC about them they'll simply say "They're assholes," with zero elaboration.
