What's the consensus on pre-IE substrates in Europe?

AFAIK pre-IE substrates explaining some seemingly non-IE vocabulary were proposed for Germanic languages, for Greek and for Irish as well as for some pan-European hydronomy. One example of an apparently substrate derived word is the Germanic root for "clover", which is said to not have a PIE equivalent. However, the one substrate theory I know bit about, Germanic substrate theory, is highly controversial, mired in political agenda and largely (completely?) discredited nowadays.

My question is as following: What is the current consensus on any of the pre-IE substrates? Are all of them bogus or do some of them carry more weight than others?
