Qualified months ago and still not approved. Is there anything to speed this up?

Mine right now is limit: 100 and bid per click: 10. What should it be to maximize as much attention as possible? Let's say I have a higher budget. I seriously have no idea how it works and the Upwork explanation isn't really much of a help. Also does this mean I don't have to bid on proposals if I'm boosting myself? It's all so confusing.

I went to high school in New Braunfels so I'm familiar with SA but not super familiar. I'd love to live in the La Cantera area but I heard it's like a 20-30 minute drive to downtown. Could use some advice. Don't want to end up in a dangerous spot. Thank you!
