wouldn’t it have been possible for the a governments coast gaurd or navy to search for the plane and stumble upon the tower

Lethal kills with low chaos?
is it possible to kill the target(s) and still finish that level with low chaos as when I killed the high overseer i was spotted a couple times but didnt kill more then 3 other people besides the high overseer
