[TOMT][TV] "Well it's hardly likely to happen again"

For the past couple of days I've had this quote in my head but can't for the life of me remember where it's from.

It's most likely a comedy TV show and when I'm saying it out loud it comes out in an accent that sounds like Hugh Laurie of Rowan atkinson but that might just be because I'm English.

From what I remember it's said more than once, each time with the same thing happening afterwards.

Haven't the foggiest, could be anything from Blackadder to Mitchell and Webb for all I know, it's not Whateved Happened to the Likely Lads

How many uninsured drivers are on the road out of ignorance?

Had to explain to someone at work that third party insurance doesn't mean that anyone can drive their car, they said they'd been letting people drive it for years.

Edit: She gave me her keys and told me she had third party so anyone could drive it, I pointed out that I don't have drive other cars on my own policy so wouldn't be covered
