Bylaw Police are charging us with dog attack even though no event occurred. Who do we contact for legal help?

Our medium sized dog got out the front door when someone arrived. They spent a few minutes running around barking. While trying to capture them, one of the neighbors started yelling and making noise, which riled it up even more. Eventually we got the dog under control and back inside. Total event was maybe 5 minutes.

The neighbor has since filed charges with municipal police, who have come by and taken statements, and are now charging with a dog attack. Nobody was injured. Nothing happened except a dog running around barking for a few minutes.

Who do we contact to fight this?

How do I best help my (M44) wife (F49) adjust back into the workforce?

My wife has been out/between/temporary jobs for quite some time now, over a decade. She recently picked up a job starting next month which will be a normal 8-5m M-F position. Previously she was working 8-10 hours a week (2-3 days for 4 hours), 3 weeks a month.

I WFH in a full time tech position. While this does allow me some ability to 'do stuff' home-wise, I'm not always immediately available. What can I do to help her transition back into full work time mode? I do a fair bit of the cooking, maintenance, lawn, tech, cleaning. She is very independent though, and insist on doing things like laundry so she feels 'useful'. Personally I don't care, I just want to make life for her as easy as possible.

We have (adultish) kids so they don't need to handle that. What other things can I do to prep for her day, and also for after the day is done? I do plan on working on meal prep stuff for her, but I want to do more.

Additionally, I'm realizing that this new work schedule is going to leave very little time for us during the week. She'll get up at ~5am and be home around 5pm, which means she's going to bed at probably 11pm at the latest. I work from 11am to 8pm. This gives us like 3 hours for dinner and personal time to play games, so I may need to schedule that out more.
