ToT is very good, but anyone else finding the buff to early-game Independent Powers pretty overwhelming?

Long-time CIV veteran here with many thousands of hours in each Civ iteration dating back to the OG Civilization.

I actually didn't hate Civ VII on launch, although definitely saw the shortcomings and flaws. The ToT patch seems fantastic early on and really addresses a lot of the issues and I'm thoroughly enjoying it so far.

But holy shit, is anyone else finding the early-game Independent Powers (aka hostile barbarian cities) insanely difficult now compared to the pre-ToT patch?

I'm genuinely considering lowering the difficulty level of the IPs in the game settings to deal with it, because without fail every single game I've had on a small Fractal Continents map so far has involved two or three hostile IPs within 10~ tiles of my capital. Every time!

Anyone else?
