Installed this, but I can't seem to accomplish this step and I think it may be affecting the operation. Im not able to see what is supposed to be pushed down and turned as on the pictured step. Nothing twists or turns as pictured. How necessary is this step? Toilet not flushing perfectly so something is wrong. Any ideas what I should do?
