Captain America: Brave New World was sliced up in the editing room, no one's denying that. But they left in a scene where Sterns kills Dunphy and for some reason, he says he's "The Hero." It doesn't make a lot of sense in the cut we got, as Sterns also admits he's a monster and a bitter man at the end of his rope.

But looking back on the movie, I actually realised something:

*Everyone Sterns personally kills probably knew he was being held prisoner and tortured.*

Sterns kills (or forces to kill themselves) a total of 9 people:

5 are white house staff he frames for the shooting and has murdered in prison (explicitly referred to by Sam Wilson as being in Ross' inner circle) who we could expect to know what Ross was up to.

1 is a guard keeping Isaiah Bradley (a superhuman) prisoner in washington on Ross' orders (exactly the type of person who would have previously guarded Sterns)

2 are the Admiral and his wife that Sterns kills off-screen with a gun. The admiral definitely high ranked enough to know about Sterns, and was probably one of Ross' personal friends. The wife, I have no proof of, but it's possible one of the problems Sterns was forced to solve in prison was related to her health, just like that of Ross.

And finally, Dunphy, with the sonic weapon to cover his tracks. But he never says he's killing him on camera, it's a voice over, suggesting he may not have been intending to kill him in the original cut, and as D-Man is super tough in the comics, he may survive it in the theatrical cut too.

An argument could be made that Sterns isn't responsible for the damage Ross did as Red Hulk. He was told he was dangerous and told to stop taking the pills, but he refused and eventually lost his temper like Sterns predicted.

Orchestrating a war with Japan is also not black and white because Ross could stop it if he revealed his betrayal of Sterns, but Ross chooses not to.
