I believe the Empire created false proof of the Jedi's "treachery."

In the new Canon book, Star Wars: Reign of the Empire: The Mask of Fear by Alexander Freed, which takes place soon after Episode 3's ending, Bail Organa was investigating whether the Jedi were truly traitors and he received a stack of datapads with the Jedi seal from the Empire. The datapads contained a series of recordings of meetings between the Jedi High Council members discussing Chancellor Palpatine and the state of the Clone Wars.

The first recording was between Masters Yoda and Shaak Ti, where Yoda declared the Padawans should fight in the Clone Wars. Ti was concerned because the Padawans were still only children, but Yoda countered the Clone Army answered only to the Senate which, combined with Palpatine's emergency powers, meant he was a threat to the Jedi Order. Yoda and Ti agreed they must have absolute loyalty from their Padawans and all of the Order's members to do whatever was necessary, should the need arise.

The second recording was of a brief meeting between Count Dooku and a robed peasant, who was a Jedi representative. The peasant discussed said Kenobi send his regards and the Jedi Council would prefer to keep the Republic intact through any means necessary - even through options Palpatine was too narrow-minded to see. Especially since he saw the Separatists as a threat to the point where the war could only end in either total victory or total defeat. Dooku shunned the peasant and told him to contact him again only when the Council had the fire to do what was necessary. Until then, they would remain enemies.

The third recording was of a High Council meeting where Obi-Wan, Yoda, Mace Windu, and Ki-Adi-Mundi were discussing the state of the Republic and the war. After concluding how ineffectual Palpatine's strategies were and the fact Dooku used to be one of their own, meaning he wasn't truly their enemy, Windu declared they had to command the Clones exactly like Sifo-Dyas intended, strip control away from Palpatine before fortifying the Republic and forming a treaty with Dooku that would allow both sides to disarm. Mace added all of their Jedi, right down to the youngest Padawan, had been trained for this moment, with Yoda stating they had to begin soon.

After viewing these recordings, Bail laughed.

I think he did it because he knew most of these Jedi personally, so he knew they would never have conspired against the Republic like this, nor be complacent enough to let their treachery get recorded in the first place. Since the datapads had Jedi seals, Bail double-checked to see if they were forgeries and would go on to investigate whether these seals were forged by the Separatists to exonerate the Jedi.

Since Bail received the recordings from the Empire, it's highly likely they were AI-generated to falsify proof of the Jedi's treason. And since Star Wars technology is highly advanced, such AI videos would look very real. It also mirrors what's happening in the US too.

However, a friend of mine pointed out the Empire could have simply given Bail the actual recordings of the Jedi plotting treason from Episode 3. Good examples being Obi-Wan, Yoda, and Mace Windu talking about seizing control of the Senate, and Obi-Wan privately telling Anakin to spy on the Chancellor, and the fact it was meant to be off-record. Plus, these moments occurred within the Jedi Temple, the same place Palpatine repurposed into the Imperial Palace, so it would be child's play for him to seize the recordings and present them as evidence of Jedi treachery.

In short, using AI to generate false evidence of the Jedi's treachery is a cruelly brilliant way for the Empire to trick people into loving the oppressor and hating the victims.

On-screen aesthetic: Imagine Saw Gerrera's Partisans but dial the extremist rhetoric to 11, and give them repainted ISDs (their aviation wing would be a mishmash of rebel, pre-Empire Republic and Imperial starfighters) with the Rebel starbird on the spine, manned with rebels hunting down Imperial remnants with little to no quarter. Ironically, the slave labor mines and factories they liberated in the outer rim and unknown regions are still needed to maintain said fleet are still used, they just get paid [pennies worth of] credits instead of being forced to work for free. Maybe definitely hated in the New Republic, but since Mon Mothma demilitarized the military, they were outsourced for the NR's defense matters, especially in hunting down Imperial remnants in the Outer Rim. Having a dedicated spy network or Intelligence Division would also be a nice reference to the Axis network, especially in 'disappearing' Imperial sympathizers once the New Republic was established.
