I'm very new to modding and unfortunately I lost my original (downloaded) New Leaf game when I formatted my SD card. I was able to download the game again from hShop but it doesn't seem like it's interacting with my cartridge copy of HHD.

So far as I can tell, they're the same region and I know I'm playing Welcome Amiibo, as I have Wisp's lamp and the caravan campsite, so I'm not sure if I'm missing something or if hacked downloads just can't interact with carts.

There's a sort of throwaway line in City of Glass from Luke to Clary, that Downworlders can enter Alicante "if they have the paperwork". I'm wondering if that's ever elaborated on, like what sort of paperwork is needed and/or how to acquire it?
