Is this playing or bullying?

Not sure if this is the right place to ask, but I need help understanding if this is playing or bullying. Her daycare sends daily videos of similar behavior- following another dog until they roll over on their back or lay down. It’s the only time I see her eyes and ears in a stern way as well.

If another dog were doing this to my dog, I’d feel uncomfortable, but the daycare assures me she is just playing.

Any second thoughts would be helpful.

Edit: (my dog is Penny, the beagle) Conclusion of her behavior is still arguable, but as her owner, what solutions can we work on if possible? She doesn’t look aggressive, but she’s also being too pushy.

How to speed up emotional processing

I tend to feel the whiplash of intense situations a week later. In the moment, I only think about how to solve or handle the issue. The emotions come later and completely blind side me to the point I feel like I’m going to suddenly faint on the spot.

2 examples:
-Recently, we’ve been getting bombed and my husband works near the targeted areas. I still focus on keeping the house calm, helping him maintain calmness before going to work and making sure all house duties are done.

-My mother is in the ER in a different country. Of course, I’m sad but my mind is automatically going to places of how to be prepared in any scenario that evolves into.

Obviously, I worry, but I know those emotions are only swimming at the surface at this very moment. I’m going to suddenly get blindsided like I usually do a week later and have a complete panic attack and feel like I’m sinking to the bottom tied to cinder blocks.

How do I process these emotions instead of being stuck in problem solving/ compartmentalization mode? It sounds like a stupid question, but I can’t feel sad until I’ve resolved these issues and feel safe enough to release them (which obviously is not going to happen in 2 wildly unpredictable situations).

Asserting dominance

She’s been asserting dominance specifically toward larger dogs. Jumps and nips at their neck and face with a stern stance. She’d did it again during a play date yesterday with a tall Saluki. I’ve also seen her do it when her daycare sends me videos. It’s always towards specifically sweet/docile tall dogs who end up looking at her like, “hey what’s your problem?…” but they still play with her after.

I don’t know what attributes to her bullying as we adopted her when she was 3 so not sure what her past is. How do I stop this behavior? I feel sorry to the owners my dog is bullying.

Besides this, we don’t have aggression issues with her. She’s a well behaved cuddly angel at home, but now I’m wondering if it’s an act so she gets what she wants from us 😂
