CA PNO car transfer and smog

Hello, I’m looking for some advice on how to transfer the title from my friend, who’s gifting me his car. His car is currently PNO so I understand that I should be able to transfer the title without the car passing smog first. Since he has the title on hand, do I only submit the Reg 227 form when I go to the DMV? Are there any other forms that need to be completed?

Additionally, when I go into the DMV to do the title transfer, would I be able to request for a temporary operating permit that same day, so I can drive the car to the mechanic shop for some repair work and then hopefully off to the SMOG shop?

Edit: For clarification, my friend is handing over the title to me so it appears I do not need to complete the Reg 227. I just need to complete the statement of facts since the vehicle is being gifted.

Parole Agent Transfer

Lately I’ve been contemplating on doing a PART to transfer into the county I live in. But as a GPS Agent, I’m not sure if I want to include CPSRM units on my list. I’ve been told by a few other PAs that with my GPS experience, I’ll most likely get moved over to the GPS unit within 6 months if I get into a CPSRM unit. Is this a common practice? I know that if you’re not carrying a GPS caseload after 6 months you’ll have to redo the training. I don’t mind including CPSRM units on my transfer list to increase my chances of transferring closer to home but I don’t want to be stuck on that caseload. I rather stay at my current spot since the commute isn’t too bad.
