As we can see in the image, Jugram possesses the King's Reiatsu, meaning that in this fight, Jugram has a higher Reiatsu than Yhwach [ before he absorbed the King], which means that Current Jugram/ Mask of the Ruler Jugram is tougher and stronger than Yhwach (Before the King's death and absorption)

When I see Aizen think that the top three Espada are capable of crushing someone the size of Yamamoto, it's enough to make you understand why Aizen placed someone like Harribel above Ulquiorra but later on, Aizen realized his miscalculation when he noticed that Harribel was struggling against the fake Arrancars (Vizords), who, in Aizen's lexicon, were inferior to the true Arrancars (Grimmijow, Ulquiorra, Nail etc....)

I don't care if you think Ulquiorra is the strongest or Stark is the strongest but the numbers of the Espada is not a good point to put your character above the other because even the Espada themselves don't take these numbers seriously.
