Hi, I am in the process of recruiting for a new role. I've been asked several times during interviews in the past what my motivation is for seeking a new role. Would an acceptable answer be that I am seeking a new role to be closer to friends and family?

I've been largely unsuccessful in getting interviews with this resume, any feedback is appreciated.
Context:
I've been working at the same company since I've graduated from undergrad. I love my current job, however, I've been feeling stagnant in my career progression and learning. As a result, I am seeking jobs elsewhere. However, I have had not much success (only 1 interview in the past 6 months). I've tried applying with referrals, personalizing my resume to fit job descriptions, and applying on company sites but nothing seems to be working.
I've been largely unsuccessful in getting interviews with this resume, any feedback is appreciated.
We all know that real work experience trumps anything.
However, lately I've been thinking experience > certs > projects
My thinking of certs>projects is that with the abundance of AI vibe-coded projects, it can be hard for a recruiter to tell if you're competent based on your resume. However, passing a cert exam, while not as good as real experience, would at least signal a baseline competence.
I am looking to switch careers from data analyst to data engineer and have primarily been focusing on projects, with little success.
Does anyone else feel the same?

- I've also done dev ops-related work as well, creating gitlab CI/CD pipelines (python, shell)
