If i get the annual plan for $30 will the offer trigger 3x and i will get $24 back all at once or it needs to be 3x transaction.

Amazon offers do trigger 3x if i do a single transaction of 3x amount but what about amc+ offer

The annual would be for $6 per year if it triggers full $24

You should be able to stack these offers on Grubhub+ in May with monthly dining credit on Amex Gold.
