What costs the least amount of fuel and/or supplies to operate?

The big ones have huge sensor profiles, which is something I also care about.

For reference, I have around 3000 personnel, but I somehow lost 100000.

I don't think this is from me losing the single ship as I have had this bug before, where I lost 3000 personnel without losing a single ship.

Anyone else who has had this mod bug?
