AC unit broke because landlord's designated repair man never installed a filter.

Location: Orlando, FL. Our AC unit has been broken since Sunday. My roommate tried to have the landlord's repair guy (aka the only guy the landlord will let us use without having to pay for everything ourselves) come in the day it broke but he apparently didn't have availability for a time when any of us would be home so he never showed up. He instead came in the next day and he found that the unit broke because it didn't have a filter in it at all which damaged the decompressor. He said he had to contact the landlord and would come back when he had the parts. Monday rolls around and he doesn't have the part. Tuesday rolls around and he says he'll be here Wednesday. It's Wednesday, and he tells us the part didn't come so now we have to suffer for another day, maybe even longer of the part *still* doesn't show up. This is a handyman that has been working on the house for a while. I don't know how he could've missed that our unit had no filter. My other roommate looked into it and said that while filters have to be covered by the tenants, we had no idea that there was no filter to begin with. It's May. It's currently 88° outside (feels like 94° because Florida) and it's been this hot out since Sunday. So my first question is, should this be considered urgent/an emergency repair? And regardless of if it is or not, considering the situation, do we have reason to threaten legal action? Finally, if we do, how helpful would that really be in a situation where the repair guy can't do anything until he gets a specific part?
