Noticed this white crumby looking patch on the underside of a leaf on my new Hoya Mitrata silver. Pests??

I have a callistophylla which is doing okay overall, though is a slow grower (got it 9 months ago, it’s gone from 4 leaves to 9) but seems prone to dropping new leaves when they’re still small. It doesn’t have any clubbing, and the leaves it has put out have no scarring… but I had to toss a Hoya recently due to a flat mite infestation. It wasn’t close to this one but I’m a bit worried now. Does anything look concerning? I have heard they’ll sometimes drop new emergents if they’re under watered. Note I did apply sulphur to the stems juuust in case.
Not under the stairs. On the stairs themselves (off to the side so they’re not blocking foot traffic). My partner insists this is a normal thing to do. I disagree and have never seen anyone else do this and think it’s bizarre. Please help us answer this incredibly important question.
Found them so challenging at first, but they’ve really grown on me (ha)
