We‘ve bought tickets for 4 people, 1 of which with baggage. Now this person (to whose name baggage is attache) is unable to travel, can we shift this baggage to another person? We all have the same registration number

Currently I hold EASA PPL and I want to obtain IR as well, without passing all 13 exams, because I don't need a CPL or ATPL, only PPL with instrument rating. As far as I know I will need to do only 7 exams (don't remember which exactly and that's not the actual matter). So, which platform would you recommend to prepare for these exams? I wanted to buy a subscription at ATPLQ, but didn't find for IR separately, only PPL or ATPL databases. Please advise any equivalents
