Cannot make local calls when traveling internationally

I am currently in South Korea and have the Verizon unlimited plan. I cannot call local Korean businesses but have no issues calling US phone numbers. I tried calling *611 but they are currently closed. What am I doing wrong? My roaming is on.

BoA says it’s the parent and the customer is the child

I am posting for my sister-in-law who recently sent two wire transfers for $X to Germany and the UK respectively using the BoA app as a favor to me. I had sent her the money on Venmo.

One of the people receiving the wire had gotten a $X wire (same amount as before) earlier in the month through the BoA app without issues.

This time however, the two wire transfers were flagged for suspicious activity and possible fraud/money laundering according to the SIX people at BoA who called my SIL about the wires: “Why are you sending this money?”, What is this for?”, “Do you know these people?”, “We are trying to protect you; think of this as a a parent protecting their child” (2 customers agents actually said this so it must be in their script)…

Literally five phone calls from various people at BoA who refused to release the wired money until a full interrogation and the sixth phone call, she had to call them from a BoA branch in person. On and on and on…. Freak’n Nanny Bank = BoA. It’s not like if it was fraud and my SIL is being scammed that BoA will return her money.

Switching to Wise. This was a legitimate business expense paying vendors overseas.

BoA sucks.
