Rough Country 3in Lift, Steelies, and KO3s 31x10.5R15

Going to align this guy after finally getting some wheels and tires after finishing the rebuild. WHAT IN THE WORLD is going on with the rear toe? (The bottom readings). I made sure the leaf spring perches were in correctly and everything was tightened on the ground. Other than something bent or seriously messed up, I have no idea where to start looking. First time on the alignment rack for this car so it may have been like this before. Any ideas?? If it’s expensive I might just run it like this for a bit…

04 Enthusiast AT , 92K miles. When I press the gas RPM goes up normally. When I let off, it goes down where it should, then jumps back up (about halfway to where it was before I let off the gas) and right back down. This does NOT happen if I rev up and then shift a gear. When this happens the car jerks a little bit then after it jumps it performs like normal. This has been happening since I got the car two years ago. I ruled out throttle body or air intake problems. I’ve been told this might be normal for this car and I’m looking from someone nerdier than me to explain it like I’m in second grade. Any ideas? Thanks! Pic for attention
