Why are the Streets in France, in such bad Condition?

I've Just Finished a Road trip through South France Spain and Andorra, and The One thing you notice the most in a Lowered Car is the Road conditions. So many Official Roads had Potholes in them to a degree where if you didn't dodge them your car gets damaged. Plus that you Guys use Speed bumps in 30 kmh zones where you can't drive over unless you're doing 10? Why is that, I know that there is a Toll for the National Highway is that not used for better Road conditions?

Anyhow my Twongi needs new wheel bearings now. :(
