Kind of always found this weird: brand passive can procc things like liandrys and the new deathfire touch, but something like twitch passive doesn't get afforded that same privilege? The same applies to, for example, darius bleed.
I'm sure this has been brought up many times, I just find it to be an incredibly odd incongruity, seeing as how I can't see any specific distinction in how these effects should interact.
Is there any actual logic behind what can and can't procc item/rune effects, or is it just whatever the developers decide to allow without specifically mentioning the distinctions?
