Is anyone else obsessed with form over story in their works?

So I've been writing since I was 16 so it's been a good couple of years and I've done about 15-20 unfinished chapters both in English and my native language, which I can't bring myself to finish and to combine into a singular story simply because I am SO stuck on form. I've written and rewritten the last thing I did probably up to 30 times ranging anywhere from 1700 words to 6300 words(original was like 2500), simply because I am never satisfied.

If I write a short passage, I will forever leave too much to imagination and not feel understood, If I write too much it feels baroquesque(I hope I spelled that correctly) and so tasteless, if and when I do find the perfect length I will reread it about 10 times and start noticing the jumps in logic, the missed detail, the detail I didn't need, the thing I wrote that is horridly niche and consider pompous to use, the pacing going on too quick or too slow, the POV being movieish instead of literary, a term too simple, the shitty transitions and so on and so on.

On the other side, I've worked out my characters immensely and basically planted just enough directions in my head to write the story until the end and even feel irritated that they are coming into life SO goddamn slow.

Looking back, I like my teenager works more than my current ones, I am always stunned when I reread the first thing I ever wrote, the form was PERFECT and I just sat down at a park bench and used my half working pencil to write straight from the head, no edits, no contemplating, not even a reread at the end. This too doesn't help.

Any advice on solving this or similar expiriences will be greatly appreciated!
