I grew up in Concepcion Uno and my grandparents were in Concepcion Dos. I remember before, the dog catchers patrolled regularly, and they caught stray dogs. I recently visited here and went for a run and twice ako nahabol ng aso! There are so many strays just freely roaming. Whatever happened to responsible pet ownership and where are the dog catchers? Pwede ba report to?
