Found this screenshot in a website. I checked Bulbapedia and the usual episode lists and found nothing. The animation looks like early 2000s Japanese broadcast quality. Was this a special, a late night segment, or something that never got an official release? Any info would help, I've been stuck on this for days.
A movie from the early 2000s (maybe earlier), where a boy discovers he's a werewolf, but can't control it. There's a scene where he only transforms his middle finger and shows it to another boy. Eventually he learns to control himself and at the end there's a party/festival. There's also a school bus.

Edit : It's Gruesome School Trip / De Griezelbus
