Migrating Secondary Disk from NTFS to Linux

I've recently transitioned from Windows 11 to CachyOS on my Desktop PC, it contains three nvme drives. 1) Contains my Windows Partition and a Handful of Associated Folders, 2) Contains my CachyOS Install alongside its files, and 3) Contains most of my Documents, Photos, Saves, etc from my Windows Install.

I've been wanting to transition all of the data from the 3rd drive into a Drive Format more useful to Linux, how would I go about transitioning it? I'd prefer if I didn't have to copy all the information to another drive as the 3rd drive is a 2TB while both other drives are only 1TB. Is there a tool I can use to reformat the drive without losing the data?

Upgrading my Desktop and I need to figure out what needs upgrading first.

I've had my own desktop for several years now, and have replaced most parts of it at least once. But I'm finally looking to do a serious upgrade intending to step up the level of expected performance due to my increasing interest in more resource intensive games and activities. I'm currently looking to either make the jump to AM5 & DDR5 (via the Ryzen 7 9800X3D) or upgrade my GPU. Currently I have a Ryzen 5 5600X, 32GB DDR4, and a Radeon RX 5700XT.

I'm interested to know if I'd be better off investing in replacing my graphics card first, or my whole motherboard, ram, and CPU. Currently there is a deal near me offering a Ryzen 7 9800X3D, 32GB DDR5, and a motherboard for $680.

I am also operating off Linux(CachyOS) primarily and prefer AMD over NVIDIA when possible but I'm fairly aware of AMD's struggle to match higher-end GPUs atm.
