Image 1 — Trying to grow it out but I can't handle it poofing out anymore. I never had this problem in the past. Have tried layering and multiple hair routines. Should I cut it shorter like the last photo?

First picture is current hair. I wanted to grow it out in some kind of wolfcut or longer style, but even after getting it layered 2 months ago and trying a rigorous amount of different products and routines, I'm starting to believe it might not be a good idea. Most days it flairs out and is insufferable but rarely does it turn out extremely well.

Current routine is mainly cowash, shampoo a couple times a week. Dry with cotton hair towel. Apply a small amount of curl creme (only been at this for a few days) and some kristen ess air dry creme before diffusing. I've avoided most products since they weigh down my hair and make the sides even more poofy
