DRAM LED on and no display after adding second monitor.

Not sure if allowed but posted this in another sub as well. I'm desperate for answers at this point.
I built this PC 2 years ago and about 8 or 9 months ago it had a display freak out and won't turn on. The DRAM LED on the motherboard came on and no amount of resets and BIOS flashing helped. The DRAM light is steady and doesn't blink. I got 2 new motherboards thinking that was the issue. It wasn't. I even replaced the housing because some of the wires were weird but the same issues are occurring in the new housing. I got a new PSU as well. Nothing. I've tried running the motherboard on it's own with nothing attached. I then tried with just the CPU, and a bunch of other combinations. I'm at my wit's end. It started happening after I got a second monitor. Same brand, same model, both Asus. I have a decent knowledge on hardware and components but my knowledge is definitely lacking. Please help me figure out what's wrong with my PC.

CPU Cooling: Thermalright radiator
Harddrive: Samsung 970 SSD 1TB
PSU: ASRock Pro-850G
