Can I do a phd directly after doing a bachelor’s

my_qualifications: highschool Diploma
So I want to know if anyone has done a phd directly after doing a bachelors degree. Specifically a BE course from an indian college and done a phd somewhere outside? I really need a response as fast as possible because I am debating spending money on a BE course or doing a Bsc because it’s cheaper and would save me time.

College advice not sure where to go

I got into bits pilani dubai for biotechnology and for a really long time this is the course I thought I wanted to do. However when I look at the dubai campus I don’t really like it. Theres not thing special about it, the placements aren’t guaranteed and the extracurriculars aren’t so great. I can also apply for B.Com and since I am
already interested in accounting and have studied it since my tenth, pursue ACCA or CFA or something along those lines. I have been thinking about this for a long time but I can’t come to a conclusion. Any advice or honestly someone to make the decision for me would be great.
