Landlord problem

My landlord tried to enter our apartment today without any prior notice, even though the property is managed through an agency. I happened to be home and stopped him. He said he wanted to place an evacuation/fire safety plan inside, but he attempted to enter using his own key without waiting for permission. My partner and I have always been cooperative for the past two years and allowed every inspection or repair visit when properly arranged, so this felt very inappropriate and legally questionable to us. I refused entry, asked him to leave, and told him I would contact the police if it happened again. We live and work in the city centre and do not want to move out, so I’m wondering what others would do in this situation in Ireland????
