Father in law cannot stop talking

Hoping for some help on an issue with my in-laws. My MIL just retired and would love to do some more things with her. My FIL would like to be included where possible.

The issue is my FIL cannot. Stop. Talking. He needs attention on him at all times. He will tell you long stories about people you don't know. He will tell you long explanations of super boring topics like how paper is made. We went out for my MIL's birthday and he talked about rivers for over 20 minutes. Rivers.

If someone interrupts he just keeps going and will not stop. If people do not seem interested in what he is talking about, he gets upset and lashes out in a weird way like by being rude to the waiter.

My husband feels like calling him out too harshly is disrespectful because his dad did work very hard for his family. His mom has spoken to his dad about this but it hasn't gotten better.

Any advice? Currently I cope by not spending a lot of time with them which makes me sad but I don't need to attend lectures I didn't sign up for.
