7900XTX for 360$

Found a local listing for a 7900 XTX at a crazy low price. The seller said it randomly crashed and they just wanted rid of it, assuming it was a lemon.

I offered $360 and they actually accepted. On top of that, they were willing to drive 40 minutes near where I live just to drop it off, which is absolutely crazy.

I had a hunch the card was fine and just tripping their PSU with transient power spikes. Brought it home, Just passed a full 30 minute stress test with zero issues.

I was about to buy a 5060 Ti or a 3080 Ti, but taking a gamble got me a 24GB flagship monster for $360. Best risk I’ve ever taken.

I got scammed out of 370 dollars and PayPal sided with the seller

I’m honestly at a loss here and wanted to know if anyone has dealt with something similar.
I bought a graphics card through eBay for around $370. The UPS tracking originally showed “Delivered,” but I never actually received the package.
After the delivery scan, UPS opened an investigation and the tracking started showing updates like:
“A claim has been issued to the sender”
“This claim requires additional documentation”
“Incomplete Documentation Received”
“We are actively working to get you a new delivery date”
UPS also emailed me directly asking if I received the shipment, which already made the situation seem suspicious. The weird part is the email referenced:
“JOHN MORIARTY & ASSOC.”

That is NOT my name or address.
Despite all of this, PayPal denied my dispute because the tracking showed “Delivered.” It feels like they ignored the entire UPS investigation and only looked at the delivery scan.
The seller was initially responsive but communication has slowed down a lot and now I’m barely getting answers.
Has anyone successfully appealed a PayPal case involving:
UPS investigation after delivery,
possible wrong address delivery,
or conflicting tracking information?
I have screenshots of the UPS investigation emails and tracking exceptions.
