Why is it ok that she's mean on purpose, but not ok that I'm mean on accident? This has been a constant thing across all my relationships throughout my life, and is still ongoing in my marriage

I've always wondered how we got to using umi to refer to the vast ocean and mizuumi to refer to a lake. Is someone able to explain how it became this?
