Match-up with Sion

I have been struggling whenever I faced Sion on top lane. He never seems to care about fighting and would start doing proxy and roaming around. If my jungle/mid doesn't gank Sion will always outgold me and the gap gradually becomes bigger over time. And when it comes to team combat he's just more mobile than me so I can't take advantage of that.

I tried building more damage items so I can clear minions faster and roam around to control the map but it just doesn't have the impact I need. So most of the time I have to wait for my teammates to make a difference and play well in team fights to win. I myself never seem to be able to outplay him in laning phase.

What would you guys do to counter Sion?

I'm learning to put in this role for more fun but I'm quite confused at one point and all the instructions I found on the Internet never mention this.

If the doppelgangger copies the role of the troublemaker and swap 1 wolf with 1 villager, then when the wolves are called to wake up, does that wolf wake up too?
Is there any particular situations that may cause confusion with doppelganger that I should know?
