When do ninja get it in reborn, I looked can’t find it I am level 14.

I almost phase 2 bis and my parse are just garbage, some bosses like vash I do mechanics so I don’t care about that fight but I am parsing grey at other bosses, I just got a new weapon the twin blade going from gorehowl and I feel like my dps is somehow lower than it was but my stats are higher.
