whats the point it kills the profitability on lumbrr mills

battleship retreats to city instead of a ship on ship battle. ai gdr grab a builder. ai gdr resides in city. ai gdr goes to a city but just sits there. the ai never makes tanks or if they do attacks wirh em. its like if it cant one shot it. it dont bother. it did nuke a city but never took it

For me I usually go big city strat worker the tiles. I usually just settle on a basic tile. I shoot for aque Ind dam. Also build the buildings associatied with the districts. I usually do this on large maps. I leave no tiles unworked. No room for preserves or national parks unless its a 4 tile wonder on the wonder tiles
